Editorial note:Within academic circles there have been ongoing debates regarding China’s urbanization path, chiefly, how to deal with the possible emergence of slums in large cities. This article presents an analysis on current opinions, examines some incorrect perceptions, and makes policy recommendations.
I. Background: why China plans todevelop small cities and towns The policy of “developing small cities and towns” came about through a process of compromise and reconciliation among different opinions. This process has demonstrated that independent innovation in policy making amongst Chinese academia is a longterm and complex task.
